It’s famous for Sambalpuri ikat, Pattachitra paintings and Cuttack’s silver filigree, and has made strong progress in startup and investment support.

Small businesses in Odisha: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 34.2 lakh small unincorporated non-farm establishments in Odisha, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 8.1 lakh | 4.0% (#12) | ₹1,63,561 | ₹78,026 | ₹84,654 |
| Trade | 10.2 lakh | 4.46% (#10) | ₹3,08,865 | ₹1,11,619 | ₹1,02,972 |
| Services | 16.0 lakh | 5.24% (#8) | ₹2,03,035 | ₹86,400 | ₹84,906 |
Compared with India as a whole, in manufacturing, the average business added ₹89,950 of value a year, about 52% below the all-India average of ₹1,88,790; in trade, the average business added ₹1,57,080 of value a year, about 43% below the all-India average of ₹2,73,779; in services, the average business added ₹1,10,003 of value a year, about 58% below the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Odisha’s average values added are well below the national average across sectors, reflecting many very small, often rural, enterprises; services businesses averaged ₹1,10,003 a year, about 58% below the national average. Costs and wages are low, and Bhubaneswar’s fast growth is creating new demand for modern services.
Urban or rural?
Location within Odisha makes a big difference. Average value added per business by area: manufacturing, ₹1,63,561 urban against ₹78,026 rural (2.1 times); trade, ₹3,08,865 urban against ₹1,11,619 rural (2.8 times); services, ₹2,03,035 urban against ₹86,400 rural (2.3 times). The urban advantage is widest in trade. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Odisha are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.

Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Odisha’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Odisha

Spotlight: Handloom and crafts
Odisha has one of India’s richest handloom traditions. Sambalpuri ikat, where yarn is tie-dyed before weaving to create patterns, comes from the western districts; Bomkai, Kotpad and Berhampuri silk are other famous weaves. Pattachitra paintings from Raghurajpur, appliqué work from Pipili and silver filigree from Cuttack are prized crafts, several with GI tags.
For small businesses, the opportunity lies in connecting artisans with buyers who’ll pay for authenticity: sourcing directly from weavers’ cooperatives and clusters, adding good design and finishing, photographing and describing products honestly, and selling through exhibitions, online marketplaces, ONDC, boutiques and export channels. Fair prices and long-term relationships with artisans make the business sustainable. Handloom products also benefit from the India Handloom Brand and Handloom Mark, which certify genuine handwoven products. Under GST 2.0, many handloom and handicraft items are taxed at 5%.
