How to Start Coaching Classes or a Tuition Centre in India: The 2024 Guidelines, GST, Fees and Growth

November 7, 2026

Coaching and tuition are a huge part of Indian education. Parents invest heavily in classes for school subjects, board exams, entrance exams and competitive exams, and good teachers build loyal followings. You can start small, with a few students at home, and grow into a centre with several batches and teachers. This guide explains how to start a coaching classes business in India, from licences and costs to finding your first customers.

But coaching is also more regulated than it used to be. In January 2024, the Ministry of Education issued guidelines for the registration and regulation of coaching centres, and several states have their own rules. This guide explains how to start, what the rules require and how to grow responsibly.

  • You can start with home tuition for a few students, then open a centre as demand grows.
  • The Ministry of Education’s 2024 guidelines set rules for coaching centres, including registration with the state, a minimum age of 16 for enrolment, no misleading promises, qualified tutors, fair fee refunds and safe premises. States adopt and enforce them, sometimes with their own laws.
  • Private coaching attracts 18% GST. Register once your turnover crosses ₹20 lakh in most states.
  • Results and reputation drive admissions. Track and share them honestly.
  • Online and hybrid classes let you reach students beyond your city.

The market in numbers

MoSPI’s ASUSE 2023-24 counted about 19.7 lakh small unincorporated education establishments, including tuition centres, coaching classes, training institutes and some private schools, employing 68.9 lakh people. About 78.2% ran without hired workers, which reflects the many individual tutors.

The gap between one-person and larger establishments is the widest of any activity: solo establishments added ₹78,530 of value a year on average, while those with hired staff added ₹28,44,624. That second figure is pulled up by a small number of large institutes and schools, so it isn’t typical of a growing tuition centre. But it shows that education businesses scale strongly when they build a team of teachers and a reputation. Average pay per hired worker in urban education establishments was ₹1,65,314 a year, including employer contributions.

Step 1: Choose your focus and model

Focus: pick a clear segment where you can be genuinely good:

  • school subjects for specific classes and boards (CBSE, ICSE, state boards)
  • board exam preparation
  • entrance and competitive exams
  • skills such as spoken English, computers, coding, music or art
  • adult learners, such as government job exam aspirants or professionals

Model:

  • Home tuition: a few students at your home or theirs. Lowest cost.
  • Small centre: a rented space with one or two classrooms and several batches a day.
  • Online or hybrid: live online classes, recorded lessons and doubt-solving sessions, alongside or instead of in-person classes.

Step 2: Understand the 2024 guidelines

The Ministry of Education’s Guidelines for Registration and Regulation of Coaching Centres, 2024 are designed for states to adopt and enforce. Key provisions include:

  • Registration: coaching centres should register with the competent authority in the state.
  • Minimum age: students should be enrolled only after the age of 16, or after they’ve passed the secondary school examination.
  • No misleading claims: centres shouldn’t make misleading promises or guarantees of ranks or marks, or publish misleading advertisements.
  • Qualified tutors: tutors should have at least a graduate degree, and centres shouldn’t engage people convicted of offences involving moral turpitude.
  • Fair fees and refunds: fees should be fair and transparent, with receipts. If a student leaves partway through a course, the remaining fee should be refunded on a pro-rata basis within a set time.
  • Reasonable hours: classes shouldn’t run for excessive hours in a day, or so early or late that they affect students’ health, and students should get weekly time off.
  • Space and safety: adequate space for each student, and compliance with fire and building safety codes.
  • Student wellbeing: counselling support and attention to students’ mental health.
  • Penalties: fines for violations that rise for repeat offences, and cancellation of registration for persistent ones.

States have adopted these guidelines in different ways, and some, such as Bihar, have their own coaching laws. Check your state education department’s rules before you open. Even if your state hasn’t notified rules yet, following the guidelines protects your students and your reputation.

Step 3: Registrations and licences

  • Coaching centre registration under your state’s rules, where they apply.
  • Shops and establishments registration for a centre. See shop and establishment registration and trade licences.
  • Trade licence from your municipality, if required for coaching centres in your city.
  • Fire NOC for centres above the size or occupancy limits in your area.
  • GST registration once your turnover crosses the threshold. See GST registration for small businesses.
  • Udyam registration: free, and helps with loans. See our Udyam guide.

Step 4: GST on coaching

Education services that lead to recognised qualifications, such as those provided by schools, are generally exempt from GST. Private coaching and tuition are taxable, generally at 18%. If your turnover is below ₹20 lakh in most states, you don’t need to register or charge GST. Once you’re registered, include GST in your fee structure and issue proper invoices with Advanton’s free GST invoice generator.

Step 5: Set fees and policies

  • Research local fees for similar classes, subjects and batch sizes.
  • Publish a clear fee structure with what’s included: hours, study material, tests and doubt sessions.
  • Offer instalments rather than demanding a full year in advance, and accept UPI and bank transfers. UPI AutoPay works well for monthly fees. See UPI and digital payments.
  • Write a refund policy in line with the guidelines and share it before admission.
  • Give receipts for every payment.

Step 6: Premises and safety

Choose a space that’s safe and suitable: good ventilation and lighting, enough space per student, clean drinking water and toilets, clear exits, fire extinguishers, and no overcrowding. For a centre with young students, think about safe pick-up and drop-off, and secure entry.

An illustrative example: a small centre with four batches

These figures are an example of how the sums work, not a forecast. Use your own local fees and costs.

A tutor rents a small space and runs four batches of 15 students, at ₹2,000 per student a month:

Per month
Fees (60 students × ₹2,000) ₹1,20,000
Study material, printing, electricity and internet −₹10,000
Value added ₹1,10,000
Rent −₹25,000
One part-time teacher −₹25,000
Left for the owner, before tax ₹60,000

Annual fees of ₹14.4 lakh are below the ₹20 lakh GST threshold for services in most states, so no GST registration is needed yet. Adding a fifth batch, or raising fees by 10% once results are established, changes the picture significantly. So does losing students midway, which is why good teaching and a fair refund policy matter as much as marketing.

Step 7: Hire and train teachers

Growth in coaching depends on good teachers. Hire tutors who meet the guidelines’ qualifications, test their teaching, not just their subject knowledge, and give them clear syllabi and lesson plans. Pay on time through the bank, and follow labour rules for PF and ESI where they apply. Check the full cost of each teacher with Advanton’s hiring cost calculator.

Step 8: Attract students

  • Results, shared honestly: improvement in students’ marks, not just toppers. Avoid misleading claims, which the guidelines prohibit.
  • Free demo classes so students and parents can judge your teaching.
  • Google Business Profile with reviews from parents and students.
  • The India Business Directory: list your classes free so families searching for tuition and coaching in your city find you.
  • WhatsApp groups for parents with updates, tests and announcements.
  • Partnerships with schools, libraries and housing societies for workshops and talks.

Step 9: Add online classes

Online classes let you reach students in other cities, use your time better and offer recorded courses. Start with live classes on a video platform, a shared drive for notes and tests, and a WhatsApp group for doubts. As you grow, consider a learning platform with payments built in.

Common mistakes

  • Promising ranks or guaranteed results. It’s unethical, prohibited by the guidelines and damages trust when it fails.
  • Overcrowded batches. Learning suffers, and so does safety.
  • No written fee and refund policy. Disputes over fees are common and avoidable.
  • Ignoring students’ wellbeing. Long hours and pressure harm students. Build in breaks and support.
  • No records of payments. Use digital payments and give receipts.

Frequently asked questions about starting a coaching classes business in India

Do I need a separate licence for online classes?
Online-only tutoring generally doesn’t need premises licences, but GST, income tax and consumer protection rules still apply, and some states’ coaching rules cover online centres too. Keep clear terms, fees and refund policies for online students.

Do I need to register home tuition?
Very small home tuition is often outside the scope of coaching centre registration, but rules differ by state. Once you run a centre with several batches, register under your state’s rules and the shops and establishments law.

Can I coach students under 16?
The 2024 guidelines say coaching centres should enrol students only after 16 or after the secondary school exam. Check how your state applies this, especially for school-subject tuition.

What GST applies to coaching classes?
Private coaching is generally taxed at 18%. You need to register once your turnover crosses the threshold, usually ₹20 lakh for services.

How much can a coaching centre earn?
It varies enormously by subject, location and reputation. Test your plan, with your batch sizes, fees, rent and teachers, in the business idea reality check.
