Small businesses in Assam: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 11.7 lakh small unincorporated non-farm establishments in Assam, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 1.9 lakh | 0.97% (#19) | ₹3,66,597 | ₹1,58,748 | ₹1,04,177 |
| Trade | 5.6 lakh | 2.44% (#15) | ₹3,59,660 | ₹1,93,123 | ₹1,12,532 |
| Services | 4.2 lakh | 1.39% (#19) | ₹3,03,583 | ₹1,49,270 | ₹1,00,725 |
Compared with India as a whole, in manufacturing, the average business added ₹1,91,818 of value a year, close to the all-India average of ₹1,88,790; in trade, the average business added ₹2,42,419 of value a year, close to the all-India average of ₹2,73,779; in services, the average business added ₹1,80,395 of value a year, about 31% below the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Assam’s manufacturing and trade businesses earn close to the national average, while services businesses are about 31% below it. Urban manufacturing, at ₹3,66,597 a year, is well above the national average, reflecting tea processing, food, and industrial units around Guwahati.
Urban or rural?
Location within Assam makes a big difference. Average value added per business by area: manufacturing, ₹3,66,597 urban against ₹1,58,748 rural (2.3 times); trade, ₹3,59,660 urban against ₹1,93,123 rural (1.9 times); services, ₹3,03,583 urban against ₹1,49,270 rural (2.0 times). The urban advantage is widest in manufacturing. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Assam are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Assam adopted the higher ₹40 lakh threshold for goods, and ₹20 lakh applies for services or mixed supplies. This differs from Manipur, Mizoram, Nagaland and Tripura, where lower thresholds apply, and from Meghalaya, Sikkim and Arunachal Pradesh (₹20 lakh for goods). If you supply into neighbouring states, check their rules too. See GST registration for small businesses.
Shops and establishments: Shops and establishments register under the Assam Shops and Establishments Act, 1971, through the state labour department’s online services. See shop and establishment registration and trade licences.
Trade licence: Trade licences are issued by the Guwahati Municipal Corporation in Guwahati and by municipal boards elsewhere, such as Dibrugarh, Silchar, Jorhat and Tezpur.
Professional tax: Assam levies professional tax on salaried employees, businesses and professionals. Employers register to deduct and pay it. Check current slabs.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Assam’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
