Every house, shop and office that’s built, repaired or repainted needs hardware and building materials: paint, cement, pipes, fittings, electrical goods, tiles, sanitaryware, tools, locks and fasteners. Hardware and paint stores serve homeowners, carpenters, painters, plumbers, electricians and contractors, often the same customers for years. With India’s construction and renovation activity growing, a well-run store in the right location can be very profitable. This guide explains how to start a hardware store business in India, from licences and costs to finding your first customers.
This guide covers choosing a format, dealerships, stock, credit, GST and growth.
Key points
Table of Contents
- Choose a focus: general hardware, paint and colours, sanitaryware and tiles, electricals, or building materials such as cement and steel.
- Dealerships with major brands bring credibility, supply and support, but come with targets and investment.
- Contractors and tradespeople are your best customers, and they often buy on credit; manage it carefully.
- After GST 2.0, cement moved from 28% to 18%, and most hardware, paints and fittings are at 18%. Check each product’s rate.
- Delivery and availability win repeat business.
The market in numbers
Hardware and building materials stores are part of retail trade, which in 2023-24 had about 1.99 crore small establishments, with average value added of ₹3,13,011 a year in urban areas. Retailers with hired workers added ₹7,46,950 on average, against ₹1,60,797 for one-person shops. Hardware stores usually need helpers for loading, counting and delivery.
Step 1: Choose your format
- General hardware store: tools, fasteners, locks, hinges, pipes and fittings, electrical items, adhesives and paint.
- Paint store: paints, primers, putty, waterproofing and tools, with a tinting machine for custom colours.
- Sanitaryware and tiles showroom: displays and higher-value products.
- Electrical store: wires, switches, lighting, fans and MCBs.
- Building materials: cement, steel, sand, bricks and blocks, needing yard space and transport.
Many stores combine two or three, based on local demand.
Step 2: Location
- near residential areas under construction or renovation, markets and main roads
- with space for stock, loading and parking for customers and delivery vehicles
- visible to contractors and tradespeople passing by
- with a godown nearby for bulky goods
Step 3: Dealerships and suppliers
- Paint brands offer dealerships with tinting machines, colour cards, display support and training. Requirements usually include a suitable shop, investment in stock and sales targets.
- Cement, pipe, electrical and sanitaryware brands appoint dealers and sub-dealers in each area.
- Distributors and wholesalers supply a wide range for general stores.
Compare margins, credit terms, schemes and targets. Don’t overcommit to targets your area can’t support.
Step 4: Registrations
- Shops and establishments registration and a trade licence. See shop and establishment registration and trade licences.
- GST registration: turnover in building materials crosses the ₹40 lakh threshold quickly, and contractor customers need GST invoices. See GST registration for small businesses.
- Legal Metrology: packaged goods must carry the required labels and MRP, and weighing scales must be verified.
- Udyam registration: free, and useful for loans. See our Udyam guide.
- Fire safety: paints and thinners are flammable; store them safely.
Step 5: GST and e-way bills
- Rates: under GST 2.0 from 22 September 2025, cement moved from 28% to 18%. Most paints, hardware, pipes, fittings, electrical goods and sanitaryware are at 18%. Check each product’s HSN code on the CBIC website.
- Input tax credit: you claim credit for GST paid on purchases against GST on sales, so keep supplier invoices in order.
- E-way bills: when you move goods worth more than ₹50,000 in a consignment, an e-way bill is generally required, with rules and limits set by each state for movement within the state. Generate them on the e-way bill portal for deliveries and stock transfers.

Step 6: Stock planning
Hardware stores carry thousands of small items, so stock control matters:
- start with fast movers for your area, and add slower items gradually
- track sales with billing software that shows what sells and what’s sitting
- reorder regularly from reliable suppliers
- count high-value items often, such as taps, locks and electrical goods
- organise shelves by category, with clear labels, so staff find items quickly
- avoid dead stock: return or discount slow-moving items before they become obsolete
Step 7: Contractor credit
Contractors, painters, plumbers and electricians buy in volume and often on credit. Credit builds loyalty, but unpaid accounts can sink a store. Manage it:
- set limits for each customer based on their history
- record every credit sale and send statements weekly or monthly
- agree settlement dates, and stop further credit for overdue accounts
- collect by UPI or bank transfer, and follow up promptly
See getting paid on time and bookkeeping basics.
Step 8: Delivery and service
- Deliver to sites, especially bulky items, quickly and accurately.
- Offer advice: the right paint, primer and quantity; the right pipe and fittings; waterproofing solutions.
- Colour matching with a tinting machine for paint stores.
- Recommend tradespeople, and build relationships with painters, plumbers and electricians, who bring customers.
- Handle returns fairly for unused, undamaged items.
Helping customers choose paint
Most homeowners don’t know which paint to buy. Good advice turns a one-time buyer into a regular customer:
- ask about the surface and use: interior or exterior, new plaster or repainting, damp areas, kitchens and bathrooms
- recommend the full system: surface preparation, putty, primer and two coats of paint, with the right products for each
- calculate quantities from the area, so customers don’t buy too much or too little
- explain finishes and grades: matt, satin and gloss; economy, premium and luxury ranges; washability and durability
- suggest waterproofing for roofs, terraces and exterior walls before the monsoon
- use colour tools: shade cards, sample pots and the brand’s visualiser apps
Laying out the store
A well-organised store sells more and saves time:
- fast movers near the counter, and bulky items near the loading area
- clear categories: plumbing, electrical, tools, fasteners, paint and adhesives, each in its own section, with labels
- small items in bins with labels and prices, so staff find them quickly
- display popular products where customers can see them
- a tinting area away from dust, for paint stores
A monthly stock review
Once a month, review:
- best sellers: make sure they never run out
- slow movers: items unsold for three months or more; return, discount or stop ordering them
- margins by category, so you know where your profit comes from
- credit outstanding by customer, and overdue accounts
- supplier schemes and targets, and whether they still make sense
Step 9: Get customers
- Google Business Profile with products, timings and photos.
- The India Business Directory: list your store free.
- Tradespeople’s loyalty: many brands run loyalty schemes for painters and plumbers through dealers.
- WhatsApp: orders, quotes and delivery updates.
- Builders and housing projects nearby.
Step 10: Grow
- Add categories and brands as customers ask for them.
- Open a godown and add delivery vehicles.
- Serve larger contractors and projects, with careful credit control.
- Funding: a Mudra Kishore or Tarun loan, or a bank working capital limit, can fund stock. See business loans and government schemes.
Hire helpers and counter staff as you grow; check costs with Advanton’s hiring cost calculator.

Frequently asked questions about starting a hardware store business in India
Do I need a godown?
For bulky items such as cement, pipes and tiles, a nearby godown keeps the shop uncluttered and lets you hold enough stock for contractors’ orders.
Should I offer home delivery?
Yes, especially for bulky items such as cement, paint, pipes and tiles. Fast, accurate delivery to sites is one of the main reasons contractors stay loyal to a store. Charge a fair delivery fee or include it above a minimum order value.
How do I compete with large home improvement stores?
With personal advice, credit for trusted tradespeople, fast delivery, local stock of what your area actually uses, and relationships with painters, plumbers and electricians.
How much stock does a hardware store need to start?
It depends on your format. Start with fast-moving items for your area and add more as you learn what customers ask for. Dealerships may set minimum stock levels.
Can I sell online?
Yes, through your own WhatsApp orders, marketplaces or ONDC, especially for tools and smaller items. Bulky building materials are usually sold locally.
What GST applies to cement and paint after GST 2.0?
Cement moved from 28% to 18%. Most paints, hardware and fittings are at 18%. Check each product’s HSN code.
Do I need a dealership to open a paint store?
Not necessarily, but brand dealerships bring tinting machines, supply and support. Contact the brands’ sales teams for requirements.
When do I need an e-way bill?
Generally when moving goods worth more than ₹50,000 in a consignment, subject to each state’s rules for intra-state movement.
How do I manage contractor credit?
Set limits, record every credit sale, send regular statements and stop credit for overdue accounts.
