Small businesses in Jharkhand: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 17.7 lakh small unincorporated non-farm establishments in Jharkhand, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 4.8 lakh | 2.39% (#14) | ₹2,28,359 | ₹1,15,925 | ₹1,44,729 |
| Trade | 4.8 lakh | 2.11% (#17) | ₹3,28,189 | ₹1,64,394 | ₹1,10,912 |
| Services | 8.1 lakh | 2.64% (#14) | ₹2,42,034 | ₹1,38,008 | ₹93,872 |
Compared with India as a whole, in manufacturing, the average business added ₹1,40,052 of value a year, about 26% below the all-India average of ₹1,88,790; in trade, the average business added ₹2,22,550 of value a year, about 19% below the all-India average of ₹2,73,779; in services, the average business added ₹1,71,198 of value a year, about 35% below the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Jharkhand’s average values added are below the national average across sectors, but its manufacturing workers’ average pay, ₹1,44,729 a year, is above the national average, reflecting industrial towns such as Jamshedpur and Bokaro.
Urban or rural?
Location within Jharkhand makes a big difference. Average value added per business by area: manufacturing, ₹2,28,359 urban against ₹1,15,925 rural (2.0 times); trade, ₹3,28,189 urban against ₹1,64,394 rural (2.0 times); services, ₹2,42,034 urban against ₹1,38,008 rural (1.8 times). The urban advantage is widest in trade. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Jharkhand are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Jharkhand follows the standard thresholds: ₹40 lakh for businesses supplying only goods, and ₹20 lakh for services or mixed supplies. See GST registration for small businesses.
Shops and establishments: Shops and establishments register under Jharkhand’s shops and establishments law, administered by the state labour department, with online registration. Check current requirements on the labour department’s portal. See shop and establishment registration and trade licences.
Trade licence: Municipal corporations issue trade licences, including Ranchi, Dhanbad, Deoghar and Hazaribagh. Jamshedpur has a distinct civic arrangement, with much of the city managed through Jamshedpur Notified Area Committee and the company township, so check which authority covers your premises.
Professional tax: Jharkhand levies professional tax on salaried employees, businesses and professionals. Employers register to deduct and pay it. Check current slabs.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Jharkhand’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Jharkhand

Spotlight: Industrial towns and their suppliers
Jharkhand’s industrial towns, such as Jamshedpur, Bokaro and Dhanbad, are built around large steel, automobile, mining and engineering companies, which rely on hundreds of small suppliers and service providers. Opportunities include fabrication and machining, maintenance and repair, industrial cleaning, canteens and catering, transport and logistics, safety equipment, uniforms and staffing.
Winning business from large companies usually means registering as a vendor, meeting quality and safety standards, and offering reliable delivery. Udyam registration helps, since micro and small suppliers have payment protection under the MSMED Act, and many large buyers use TReDS for invoice financing. Starting with smaller orders, delivering consistently and building relationships with purchase and maintenance teams is the usual path.
