Small businesses in Uttar Pradesh: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 93.8 lakh small unincorporated non-farm establishments in Uttar Pradesh, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 23.8 lakh | 11.79% (#2) | ₹2,07,763 | ₹1,30,574 | ₹1,03,332 |
| Trade | 34.8 lakh | 15.24% (#1) | ₹2,83,160 | ₹1,54,759 | ₹1,06,680 |
| Services | 35.3 lakh | 11.6% (#2) | ₹2,88,647 | ₹1,83,670 | ₹1,12,327 |
Compared with India as a whole, in manufacturing, the average business added ₹1,56,485 of value a year, about 17% below the all-India average of ₹1,88,790; in trade, the average business added ₹2,06,812 of value a year, about 24% below the all-India average of ₹2,73,779; in services, the average business added ₹2,23,086 of value a year, about 15% below the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Average values added in UP are below the national average across sectors, reflecting many very small, often rural, enterprises. But the market is enormous, wages and costs are lower than in many states, and the state’s large population, improving roads and expressways, and growing cities create strong opportunities.
Urban or rural?
Location within Uttar Pradesh makes a big difference. Average value added per business by area: manufacturing, ₹2,07,763 urban against ₹1,30,574 rural (1.6 times); trade, ₹2,83,160 urban against ₹1,54,759 rural (1.8 times); services, ₹2,88,647 urban against ₹1,83,670 rural (1.6 times). The urban advantage is widest in trade. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Uttar Pradesh are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Uttar Pradesh follows the standard thresholds: ₹40 lakh for businesses supplying only goods, and ₹20 lakh for services or mixed supplies. See GST registration for small businesses.
Shops and establishments: Establishments in UP come under the state’s shops and commercial establishments law, administered by the labour department, which has simplified requirements for small establishments in recent years. Check the current registration requirements for your establishment on the UP labour department’s portal or Nivesh Mitra. See shop and establishment registration and trade licences.
Trade licence: Municipal corporations and councils issue trade and health licences, such as the Lucknow, Kanpur, Ghaziabad, Agra, Varanasi and Prayagraj municipal corporations. In Noida and Greater Noida, development authorities manage much of the area, so check which authority covers your premises. Food, manufacturing and storage businesses commonly need licences.
Professional tax: Uttar Pradesh doesn’t levy professional tax, which simplifies payroll for UP employers.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Uttar Pradesh’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Uttar Pradesh
ASUSE 2023-24 found that small businesses in Uttar Pradesh paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,03,332 (about 18% below the all-India average of ₹1,25,345); trade, ₹1,06,680 (about 14% below the all-India average of ₹1,24,250); services, ₹1,12,327 (about 18% below the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Uttar Pradesh has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.
