Starting a Small Business in Gujarat: Registrations, the 2019 Shops Act, Professional Tax, Industrial Clusters and Support

November 6, 2026

Gujarat has one of India’s strongest entrepreneurial cultures, with famous trading communities and industrial clusters: diamonds and textiles in Surat, engineering in Rajkot, ceramics in Morbi, brass parts in Jamnagar, chemicals and pharmaceuticals around Ahmedabad and Vadodara, and ports along its long coastline. Its small businesses rank in the top six in India across manufacturing, trade and services. Here's what you need to know to start a small business in Gujarat.

This guide brings together what’s specific to Gujarat: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. For the national rules that apply everywhere, follow the links to our detailed guides.

  • Gujarat had about 46.5 lakh small unincorporated businesses in 2023-24, ranking fourth in manufacturing, fifth in services and sixth in trade in India.
  • Establishments come under the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019, with simpler requirements for small establishments.
  • Gujarat levies professional tax on salaries above a monthly threshold.
  • The Investor Facilitation Portal is the state’s single window for approvals.
  • Industrial clusters across the state create strong opportunities for suppliers, job work and services.

Small businesses in Gujarat: the numbers

MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 46.5 lakh small unincorporated non-farm establishments in Gujarat, in manufacturing, trade and other services.

Establishments Share of India (rank) Value added per business, urban Value added per business, rural Average pay per hired worker
Manufacturing 14.5 lakh 7.21% (#4) ₹3,43,525 ₹1,58,867 ₹1,52,182
Trade 13.6 lakh 5.97% (#6) ₹4,30,399 ₹2,19,340 ₹1,46,352
Services 18.3 lakh 6.01% (#5) ₹4,07,102 ₹6,03,152 ₹2,01,831

Compared with India as a whole, in manufacturing, the average business added ₹2,95,149 of value a year, about 56% above the all-India average of ₹1,88,790; in trade, the average business added ₹3,66,955 of value a year, about 34% above the all-India average of ₹2,73,779; in services, the average business added ₹4,56,136 of value a year, about 74% above the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.

Gujarat’s businesses are above the national average in manufacturing and trade, and its average pay for hired workers in services, ₹2,01,831, is the highest of any large state in this series. Its cluster-based economy means many small firms serve as suppliers and job workers to larger units in the same town.

Urban or rural?

Location within Gujarat makes a big difference. Average value added per business by area: manufacturing, ₹3,43,525 urban against ₹1,58,867 rural (2.2 times); trade, ₹4,30,399 urban against ₹2,19,340 rural (2.0 times); services, ₹4,07,102 urban against ₹6,03,152 rural. Unusually, rural businesses in Gujarat averaged more than urban ones in services, which may reflect a small number of large rural enterprises in the survey, so treat that figure with caution. The urban advantage is widest in manufacturing. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Gujarat are where most of that spending is.

Registrations and state rules

Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.

GST: Gujarat follows the standard thresholds: ₹40 lakh for businesses supplying only goods, and ₹20 lakh for services or mixed supplies. Many Gujarat businesses sell across India, which makes registration compulsory regardless of turnover for inter-state supplies of goods. See GST registration for small businesses.

Shops and establishments: The Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019 replaced the older Act. Small establishments below the employee threshold have lighter requirements, often just an intimation, while larger ones must register, through the state labour department’s online services. Check the current threshold and process for your establishment. See shop and establishment registration and trade licences.

Trade licence: Municipal corporations issue trade and health licences: the Ahmedabad Municipal Corporation (AMC), Surat Municipal Corporation, Vadodara Municipal Corporation and Rajkot Municipal Corporation, among others, with municipalities and panchayats elsewhere. Food, manufacturing and storage businesses commonly need licences.

Professional tax: Gujarat levies professional tax on salaried employees earning above a monthly threshold, and on businesses and professionals. Employers register with the local body or state authority to deduct and pay it. Check current slabs.

Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.

Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Gujarat’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.

Hiring in Gujarat

ASUSE 2023-24 found that small businesses in Gujarat paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,52,182 (about 21% above the all-India average of ₹1,25,345); trade, ₹1,46,352 (about 18% above the all-India average of ₹1,24,250); services, ₹2,01,831 (about 47% above the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Gujarat has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.

Local tips

  • Navratri is Gujarat’s biggest festival season, with huge demand for clothing, jewellery, decor and events; plan months ahead.
  • Uttarayan (Makar Sankranti) brings seasonal demand for kites and related products.
  • Gujarati builds trust in many markets; use it on signage and marketing alongside English and Hindi.
  • Clusters reward specialisation: being the reliable supplier of one component or service to many local factories can be very profitable.
  • Credit cycles in trading can be long; manage receivables carefully and use your MSME payment rights.
  • Dry state rules: Gujarat prohibits alcohol, which affects hospitality and event businesses.

Support for small businesses in Gujarat

  • Investor Facilitation Portal (IFP): Gujarat’s single-window system for approvals and services.
  • District Industries Centres in every district help with registrations, PMEGP and state schemes.
  • Shri Vajpayee Bankable Yojana: a state scheme that has supported self-employment through bank loans with subsidy; check current terms with your DIC.
  • Gujarat’s startup ecosystem, including the state innovation hub and student startup programmes, supports early-stage ventures.
  • Industry associations in each cluster offer networking, training and buyer connections.

Late payments: Gujarat has a Micro and Small Enterprises Facilitation Council, which hears cases filed by registered micro and small enterprises through the MSME Samadhaan portal. See getting paid on time.

Loans: national schemes such as Mudra, PMEGP and CGTMSE are available through banks across Gujarat; see business loans and government schemes.

The main cities

  • Ahmedabad: textiles, chemicals, pharmaceuticals, trading and a large consumer market; GIFT City nearby for financial services.
  • Surat: diamonds, textiles and embroidery, with large numbers of small units and traders.
  • Vadodara: engineering, chemicals and education.
  • Rajkot: engineering, auto parts, castings and machine tools.
  • Morbi, Jamnagar, Bhavnagar, Anand and Gandhinagar: ceramics, brass, ship-breaking, dairy and administration.

Opportunities in Gujarat

  • Job work and supplies for industrial clusters: fabrication and LED and electrical assembly.
  • Textiles and garments: tailoring and boutiques and garment shops.
  • Food: namkeen, sweets and bakeries, dairy and spices.
  • Trade and exports: exporting for small businesses and selling online.
  • Handicrafts such as Kutch embroidery and bandhani: selling handicrafts and handloom.

Common mistakes in Gujarat

  • Assuming the old Shops Act still applies; the 2019 Act has different requirements.
  • Selling to other states without GST registration.
  • Extending long credit to buyers without tracking receivables.
  • Planning events with alcohol without understanding prohibition rules.
