Starting a Small Business in West Bengal: Registrations, Professional Tax, Silpasathi, Bhabishyat Credit Card and Support

November 6, 2026

West Bengal has a vast small business sector: more small manufacturing units and more small services businesses than any other state in India. Kolkata’s trade, food and services, Howrah’s engineering workshops, the handloom weavers of Nadia and Hooghly, jute, leather, tea from Darjeeling and the Dooars, and famous sweets all contribute to a rich entrepreneurial economy.

This guide brings together what’s specific to West Bengal: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. For the national rules that apply everywhere, follow the links to our detailed guides.

Small businesses in West Bengal: the numbers

MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 92.7 lakh small unincorporated non-farm establishments in West Bengal, in manufacturing, trade and other services.

Establishments Share of India (rank) Value added per business, urban Value added per business, rural Average pay per hired worker
Manufacturing 32.3 lakh 16.02% (#1) ₹1,61,112 ₹71,848 ₹1,07,876
Trade 20.5 lakh 9.01% (#3) ₹2,58,427 ₹1,53,371 ₹1,11,667
Services 39.9 lakh 13.09% (#1) ₹1,52,691 ₹1,05,091 ₹1,02,165

Compared with India as a whole, in manufacturing, the average business added ₹98,467 of value a year, about 48% below the all-India average of ₹1,88,790; in trade, the average business added ₹2,00,900 of value a year, about 27% below the all-India average of ₹2,73,779; in services, the average business added ₹1,25,804 of value a year, about 52% below the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.

Average values added in West Bengal are below the national average, especially in rural manufacturing (₹71,848 a year), reflecting very many small, home-based units such as weaving, handicrafts and food processing. That also means large numbers of skilled artisans and workers, and strong potential for businesses that help them reach better markets.

Urban or rural?

Location within West Bengal makes a big difference. Average value added per business by area: manufacturing, ₹1,61,112 urban against ₹71,848 rural (2.2 times); trade, ₹2,58,427 urban against ₹1,53,371 rural (1.7 times); services, ₹1,52,691 urban against ₹1,05,091 rural (1.5 times). The urban advantage is widest in manufacturing. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of West Bengal are where most of that spending is.

Registrations and state rules

Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.

GST: West Bengal follows the standard thresholds: ₹40 lakh for businesses supplying only goods, and ₹20 lakh for services or mixed supplies. See GST registration for small businesses.

Shops and establishments: Shops and establishments register under the West Bengal Shops and Establishments Act, 1963, through the state labour department’s online services. The Act governs working hours, holidays and employment conditions. See shop and establishment registration and trade licences.

Trade licence: Trade licences are issued by municipal bodies: in Kolkata, the Kolkata Municipal Corporation (KMC) issues trade licences (often called a certificate of enlistment), and in other areas, municipal corporations such as Howrah, Siliguri, Asansol and Durgapur, or municipalities and panchayats.

Professional tax: West Bengal levies professional tax on salaried employees, businesses and professionals. Employers register to deduct and pay it to the state’s professional tax authority. Check current slabs.

Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.

Employing people: the four labour codes in force since 21 November 2025 apply nationally, with West Bengal’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.

Hiring in West Bengal

ASUSE 2023-24 found that small businesses in West Bengal paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,07,876 (about 14% below the all-India average of ₹1,25,345); trade, ₹1,11,667 (close to the all-India average of ₹1,24,250); services, ₹1,02,165 (about 25% below the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage West Bengal has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.

Local tips

  • Durga Puja is the biggest season of the year, with huge demand for clothing, sweets, decor, pandal work, food and events; plan months ahead.
  • Bengali builds connection: use Bengali on signage and marketing alongside English.
  • Fish and sweets are central to Bengali food culture, with loyal customers for quality.
  • Artisans are everywhere: businesses that design, finish, brand and sell artisans’ products online can add great value.
  • Siliguri’s location makes it a natural hub for trade and logistics businesses serving the north-east and neighbouring countries.
  • Monsoon and cyclone seasons can disrupt coastal areas; plan stock and insurance.

Support for small businesses in West Bengal

  • Silpasathi: West Bengal’s single-window portal for business approvals and services.
  • West Bengal Bhabishyat Credit Card: a state scheme offering collateral-free credit support to young entrepreneurs for new ventures; check current eligibility and limits.
  • District Industries Centres help with registrations, PMEGP and state schemes.
  • Clusters and artisan programmes support handloom, handicrafts and traditional industries.
  • MSME-Development and Facilitation Office in Kolkata runs training and support programmes.

Late payments: West Bengal has a Micro and Small Enterprises Facilitation Council, which hears cases filed by registered micro and small enterprises through the MSME Samadhaan portal. See getting paid on time.

Loans: national schemes such as Mudra, PMEGP and CGTMSE are available through banks across West Bengal; see business loans and government schemes.

Spotlight: Durga Puja and the festival economy

Durga Puja is far more than a festival in West Bengal: it’s an economic season. Pandal building, idol making, lighting, decoration, catering, sweets, clothing, jewellery, transport, printing, advertising and events all peak in the weeks before and during the Puja, and UNESCO has recognised Kolkata’s Durga Puja as an intangible cultural heritage.

For small businesses, planning months ahead is essential: booking orders, arranging extra workers and materials, securing credit for stock, and preparing for intense demand in a short period. Other festivals such as Kali Puja, Poila Baisakh and Christmas in Kolkata bring their own peaks.

The main cities

  • Kolkata: trade, wholesale markets (Burrabazar), food, education, healthcare and services.
  • Howrah: engineering workshops, foundries and wholesale trade.
  • Siliguri: a trade and logistics gateway to the north-east, Nepal, Bhutan and Bangladesh, with tea and tourism.
  • Durgapur and Asansol: steel, coal and engineering.
  • Nadia, Hooghly, Bardhaman and Murshidabad: handloom, silk, agriculture and agro-processing.

Opportunities in West Bengal

  • Handloom and handicrafts: selling handicrafts and handloom and exports.
  • Sweets and food: bakeries and sweet shops and street food.
  • Engineering job work: fabrication.
  • Fish and seafood: meat and fish shops.
  • Tourism in Darjeeling, the Sundarbans and beyond: homestays.

Common mistakes in West Bengal

  • Starting Durga Puja preparations too late.
  • Skipping the KMC certificate of enlistment in Kolkata.
  • Forgetting professional tax as an employer.
  • Selling artisans’ products without fair agreements and quality checks.
