Small businesses in Tripura: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 1.8 lakh small unincorporated non-farm establishments in Tripura, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 23,400 | 0.12% (#25) | ₹3,31,479 | ₹1,37,944 | ₹1,05,299 |
| Trade | 63,800 | 0.28% (#23) | ₹3,14,693 | ₹1,67,670 | ₹1,06,432 |
| Services | 96,000 | 0.32% (#24) | ₹2,06,307 | ₹1,38,428 | ₹1,24,786 |
Compared with India as a whole, in manufacturing, the average business added ₹1,97,429 of value a year, close to the all-India average of ₹1,88,790; in trade, the average business added ₹2,32,544 of value a year, about 15% below the all-India average of ₹2,73,779; in services, the average business added ₹1,63,047 of value a year, about 38% below the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Tripura’s manufacturing and trade businesses add above the national average, while services are below it. Rubber processing, bamboo and food processing are important for small manufacturers.
Urban or rural?
Location within Tripura makes a big difference. Average value added per business by area: manufacturing, ₹3,31,479 urban against ₹1,37,944 rural (2.4 times); trade, ₹3,14,693 urban against ₹1,67,670 rural (1.9 times); services, ₹2,06,307 urban against ₹1,38,428 rural (1.5 times). The urban advantage is widest in manufacturing. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Tripura are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Tripura is one of four special category states (with Manipur, Mizoram and Nagaland) where the GST registration threshold is ₹10 lakh, for businesses supplying goods, services or both. If your business has a place of business in Tripura and in another state, the lower threshold applies to your aggregate turnover. See GST registration for small businesses.
Shops and establishments: Shops and establishments register under the Tripura Shops and Establishments Act, 1970, through the labour department. See shop and establishment registration and trade licences.
Trade licence: The Agartala Municipal Corporation issues trade licences in the capital, with municipal councils and nagar panchayats elsewhere, and autonomous district council authorities in TTAADC areas.
Professional tax: Tripura levies professional tax on salaried employees, businesses and professionals. Check current slabs.
Tribal areas: the Tripura Tribal Areas Autonomous District Council, under the Sixth Schedule of the Constitution, covers a large part of the state, and land transfer to non-tribals in tribal areas is restricted under state land laws. Most outside entrepreneurs lease premises.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Tripura’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Tripura
