Telangana’s economy is led by Hyderabad, one of India’s fastest-growing cities for technology, pharmaceuticals, life sciences and services, with growing towns such as Warangal, Karimnagar, Nizamabad and Khammam. Its small business sector has some of the highest urban values added in India, especially in services. Here's what you need to know to start a small business in Telangana.
This guide brings together what’s specific to Telangana: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. Small businesses in Telangana: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 27.7 lakh small unincorporated non-farm establishments in Telangana, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 9.4 lakh | 4.65% (#11) | ₹2,71,603 | ₹95,599 | ₹1,63,453 |
| Trade | 6.7 lakh | 2.93% (#13) | ₹4,60,650 | ₹2,75,392 | ₹1,45,677 |
| Services | 11.6 lakh | 3.81% (#13) | ₹5,38,115 | ₹2,21,377 | ₹1,93,977 |
Compared with India as a whole, in manufacturing, the average business added ₹1,54,997 of value a year, about 18% below the all-India average of ₹1,88,790; in trade, the average business added ₹3,89,627 of value a year, about 42% above the all-India average of ₹2,73,779; in services, the average business added ₹3,73,794 of value a year, about 43% above the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Telangana’s urban businesses do well across sectors, while rural manufacturing averages only ₹95,599, one of the widest urban-rural gaps in India. Average pay for hired workers in services, ₹1,93,977, is also among the highest in the country, reflecting Hyderabad’s labour market.
Urban or rural?
Location within Telangana makes a big difference. Average value added per business by area: manufacturing, ₹2,71,603 urban against ₹95,599 rural (2.8 times); trade, ₹4,60,650 urban against ₹2,75,392 rural (1.7 times); services, ₹5,38,115 urban against ₹2,21,377 rural (2.4 times). The urban advantage is widest in manufacturing. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Telangana are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Telangana is one of the states that didn’t adopt the higher ₹40 lakh threshold for goods. Businesses in Telangana supplying only goods must register once aggregate turnover crosses ₹20 lakh, the same as for services. Registration is compulsory regardless of turnover for inter-state supplies of goods and some other cases. See GST registration for small businesses.
Shops and establishments: Shops and establishments register under the Telangana Shops and Establishments Act, through the state labour department’s online services. Check current registration and renewal requirements, as the state has simplified procedures in recent years. See shop and establishment registration and trade licences.
Trade licence: In the Hyderabad region, trade licences are issued by the municipal corporations: since 11 February 2026, the Greater Hyderabad Municipal Corporation (GHMC), the Cyberabad Municipal Corporation and the Malkajgiri Municipal Corporation, following the merger of 27 surrounding urban local bodies into GHMC from December 2025. A draft law released in July 2026 proposes further reforms, including a single trade licence across the core urban region, so check the current rules. Elsewhere, apply to your municipal corporation or municipality.
Professional tax: Telangana levies professional tax on salaried employees and on businesses and professionals, collected by the state commercial taxes department. Employers register to deduct and pay it. Check the current slabs.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Telangana’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Telangana
ASUSE 2023-24 found that small businesses in Telangana paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,63,453 (about 30% above the all-India average of ₹1,25,345); trade, ₹1,45,677 (about 17% above the all-India average of ₹1,24,250); services, ₹1,93,977 (about 41% above the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Telangana has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.
