Small businesses in Mizoram: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 16,900 small unincorporated non-farm establishments in Mizoram, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing† | 800 | 0.0% (#36) | ₹4,64,276 | ₹2,38,488 | ₹93,982 |
| Trade† | 14,100 | 0.06% (#32) | ₹2,34,713 | ₹2,30,245 | ₹97,950 |
| Services | 2,000 | 0.01% (#36) | ₹6,75,249 | ₹2,81,704 | ₹90,094 |
† Based on fewer than 100 surveyed establishments (manufacturing and trade), so treat these averages as indicative rather than precise.
Compared with India as a whole, in manufacturing (small sample), the average business added ₹3,82,794 of value a year, about 103% above the all-India average of ₹1,88,790; in trade (small sample), the average business added ₹2,32,637 of value a year, about 15% below the all-India average of ₹2,73,779; in services, the average business added ₹5,03,068 of value a year, about 92% above the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Mizoram’s samples are small, especially in manufacturing (30 establishments) and trade, so its averages are indicative. Services businesses in Aizawl appear to earn well above the national average.
Urban or rural?
Location within Mizoram makes a big difference. Average value added per business by area: manufacturing, ₹4,64,276 urban against ₹2,38,488 rural (1.9 times); trade, ₹2,34,713 urban against ₹2,30,245 rural (1.0 times); services, ₹6,75,249 urban against ₹2,81,704 rural (2.4 times). The urban advantage is widest in services. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Mizoram are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Mizoram is one of four special category states (with Manipur, Nagaland and Tripura) where the GST registration threshold is ₹10 lakh for goods, services or both. See GST registration for small businesses.
Shops and establishments: Shops and establishments register under Mizoram’s shops and establishments law, administered by the labour department. See shop and establishment registration and trade licences.
Trade licence: The Aizawl Municipal Corporation and local councils issue licences in towns, and non-Mizo traders generally need trading licences under the state’s trading regulations. Village councils play important roles locally.
Professional tax: Mizoram levies professional tax on salaried employees, businesses and professionals. Check current slabs.
Inner Line Permit: Indian citizens from outside Mizoram need an ILP to enter, under long-standing regulations; employers bringing in non-local staff must arrange permits.
Article 371G: the Constitution protects Mizo customary law and procedure, and ownership and transfer of land. Outsiders generally can’t own land; businesses lease premises.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Mizoram’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Mizoram
ASUSE 2023-24 found that small businesses in Mizoram paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹93,982 (about 25% below the all-India average of ₹1,25,345); trade, ₹97,950 (about 21% below the all-India average of ₹1,24,250); services, ₹90,094 (about 34% below the all-India average of ₹1,37,098). Spotlight: Bamboo and horticulture
Bamboo covers a large part of Mizoram, and the state has promoted bamboo-based industries for furniture, flooring, handicrafts, incense sticks and construction. Horticulture is another strength: anthurium flowers, ginger, turmeric, oranges and other fruits are grown on the hills, often by small family farms.
Small businesses can add value through processing, packaging and marketing these products to buyers outside the state, online and through north-east trade fairs. Transport costs are high, so lightweight, high-value products and processed goods often work best.
