Starting a Small Business in Maharashtra: Registrations, Marathi Signboards, Professional Tax, Support and the Data

November 6, 2026

Maharashtra is one of India’s largest economies, home to Mumbai’s finance, trade and services, Pune’s manufacturing and IT, Nagpur’s logistics and trade, and thriving towns from Nashik and Kolhapur to Chhatrapati Sambhajinagar. It has more small businesses than almost any other state, and one of the highest average values added in services. Here's what you need to know to start a small business in Maharashtra.

This guide brings together what’s specific to Maharashtra: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. For the national rules that apply everywhere, follow the links to our detailed guides.

  • Maharashtra had about 64.4 lakh small unincorporated businesses in 2023-24, ranking second in trade and third in manufacturing and services in India.
  • Under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017, establishments with fewer than 10 workers file an intimation; those with 10 or more must register.
  • Shop signboards must display the name in Marathi in Devanagari script, with the Marathi lettering not smaller than other scripts.
  • Maharashtra levies professional tax, capped at ₹2,500 a year per person; employers need registration to deduct and pay it.
  • State support includes the MAITRI single-window system and the Chief Minister’s Employment Generation Programme (CMEGP).

Small businesses in Maharashtra: the numbers

MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 64.4 lakh small unincorporated non-farm establishments in Maharashtra, in manufacturing, trade and other services.

Establishments Share of India (rank) Value added per business, urban Value added per business, rural Average pay per hired worker
Manufacturing 15.6 lakh 7.72% (#3) ₹3,41,142 ₹1,68,754 ₹1,43,618
Trade 22.3 lakh 9.76% (#2) ₹4,02,249 ₹2,09,597 ₹1,40,168
Services 26.6 lakh 8.75% (#3) ₹5,09,760 ₹1,97,041 ₹1,63,274

Compared with India as a whole, in manufacturing, the average business added ₹2,57,578 of value a year, about 36% above the all-India average of ₹1,88,790; in trade, the average business added ₹3,28,364 of value a year, about 20% above the all-India average of ₹2,73,779; in services, the average business added ₹3,92,603 of value a year, about 50% above the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.

Urban services businesses in Maharashtra stand out, adding ₹5,09,760 a year on average, among the highest of any large state, reflecting Mumbai and Pune’s large markets. Rural businesses earn much less than urban ones, as in most states, so location within the state matters greatly.

Urban or rural?

Location within Maharashtra makes a big difference. Average value added per business by area: manufacturing, ₹3,41,142 urban against ₹1,68,754 rural (2.0 times); trade, ₹4,02,249 urban against ₹2,09,597 rural (1.9 times); services, ₹5,09,760 urban against ₹1,97,041 rural (2.6 times). The urban advantage is widest in services. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Maharashtra are where most of that spending is.

Registrations and state rules

Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.

GST: Maharashtra follows the standard thresholds: ₹40 lakh of aggregate turnover for businesses supplying only goods, and ₹20 lakh for services or mixed supplies. Registration is compulsory regardless of turnover for inter-state sales of goods and some other cases. See GST registration for small businesses.

Shops and establishments: Under the 2017 Act, establishments employing fewer than 10 workers submit an online intimation, while those with 10 or more must register, through the state labour department’s online services. The Act also sets rules on working hours, weekly offs, holidays, and conditions for women working night shifts. See shop and establishment registration and trade licences.

Trade licence: Municipal corporations issue trade, health and other licences for specific trades: the Brihanmumbai Municipal Corporation (BMC) in Mumbai, the Pune Municipal Corporation and Pimpri-Chinchwad Municipal Corporation, the Nagpur Municipal Corporation, and others across the state. Eating houses in Mumbai have also needed licences under police regulations. Requirements vary by trade and city, so check with your municipal corporation before you open.

Professional tax: Maharashtra levies professional tax. Employers with staff above the salary threshold need a registration certificate (PTRC) to deduct and pay tax for employees, and businesses and professionals also take an enrolment certificate (PTEC) for their own liability. The maximum is ₹2,500 a year per person. Apply and pay online through the state tax department.

Signboards: an amendment to the Shops and Establishments Act requires signboards to display the establishment’s name in Marathi in Devanagari script, with the Marathi lettering not smaller than lettering in other scripts. The Supreme Court upheld the requirement, and municipal corporations have enforced it. Plan your signage accordingly.

Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.

Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Maharashtra’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.

Hiring in Maharashtra

ASUSE 2023-24 found that small businesses in Maharashtra paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,43,618 (close to the all-India average of ₹1,25,345); trade, ₹1,40,168 (close to the all-India average of ₹1,24,250); services, ₹1,63,274 (about 19% above the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Maharashtra has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.

Local tips

  • Plan for the monsoon in Mumbai and the Konkan, when footfall drops for some shops but demand rises for delivery, waterproofing and repairs.
  • Festival peaks such as Ganeshotsav, Navratri, Diwali and Gudi Padwa bring big demand for sweets, decor, clothing and gifts; stock and staff up early.
  • Marathi helps: using Marathi on signboards, menus and social media connects with local customers, alongside Hindi and English.
  • Mumbai rents are high, so consider suburbs, shared spaces or delivery-first models before taking expensive high-street premises.
  • Housing societies are a key market for home services, tiffins and daycare; get the society’s permission before marketing inside a complex.
  • Pune’s student population creates steady demand for budget food, coaching, PG services and second-hand goods.

Support for small businesses in Maharashtra

  • MAITRI: Maharashtra’s single-window system for investors and businesses, which brings approvals and services together.
  • District Industries Centres (DICs): help with registrations, PMEGP and state schemes in every district.
  • CMEGP (Chief Minister’s Employment Generation Programme): a state scheme supporting new micro enterprises with bank loans and a margin money subsidy, especially for young entrepreneurs; check current eligibility with your DIC.
  • Maharashtra State Innovation Society: runs the state’s startup programmes and innovation challenges.
  • MSME-Development and Facilitation Offices in Mumbai and Nagpur run training and support programmes.

Late payments: Maharashtra has a Micro and Small Enterprises Facilitation Council, which hears cases filed by registered micro and small enterprises through the MSME Samadhaan portal. See getting paid on time.

Loans: national schemes such as Mudra, PMEGP and CGTMSE are available through banks across Maharashtra; see business loans and government schemes.

The main cities

  • Mumbai and the Mumbai Metropolitan Region: India’s financial capital, with huge demand for services, food, retail, logistics and professional services. Rents are among the highest in India, so many small businesses start in suburbs such as Thane, Navi Mumbai and the western suburbs.
  • Pune and Pimpri-Chinchwad: a manufacturing and IT hub with a large student and young professional population, creating demand for food, fitness, coaching, housing services and B2B services.
  • Nagpur: central India’s logistics and trade hub, with growing services.
  • Nashik, Kolhapur, Solapur, Chhatrapati Sambhajinagar and Amravati: strong regional economies with agro-processing, manufacturing clusters, trade and tourism.

Opportunities in Maharashtra

  • Food businesses in dense urban markets: tiffin services and cloud kitchens, bakeries and sweet shops and cafés.
  • Home and building services for Mumbai and Pune’s apartment complexes: AC repair, home cleaning and pest control.
  • Professional and digital services: freelancing and digital marketing.
  • Agro-processing in rural Maharashtra: spices, flour and oil mills and dairy.
  • Tourism along the Konkan coast and around heritage sites: homestays and travel agencies.

Common mistakes in Maharashtra

  • Assuming small shops need no paperwork: even establishments with fewer than 10 workers must file the Shops Act intimation.
  • Putting up English-only signboards, which breach the Marathi signboard rule.
  • Forgetting professional tax registration as an employer.
  • Underestimating Mumbai rents and deposits when planning cash.
