Lakshadweep is India’s smallest union territory, a group of coral islands in the Arabian Sea off Kerala, with a population that is overwhelmingly Scheduled Tribe. Its economy rests on coconuts and coir, fishing (especially tuna), government services and limited, carefully regulated tourism. Business opportunities are mostly for islanders, given strict rules on entry and land. Here's what you need to know to start a small business in Lakshadweep.
This guide brings together what’s specific to Lakshadweep: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. For the national rules that apply everywhere, follow the links to our detailed guides.

Small businesses in Lakshadweep: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 4,500 small unincorporated non-farm establishments in Lakshadweep, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing† | 1,200 | 0.01% (#35) | ₹87,438 | ₹1,29,490 | ₹1,25,527 |
| Trade† | 1,000 | 0.0% (#36) | ₹3,19,324 | ₹4,39,846 | ₹1,15,926 |
| Services | 2,300 | 0.01% (#35) | ₹2,37,005 | ₹2,12,481 | ₹1,12,392 |
† Based on fewer than 100 surveyed establishments (manufacturing and trade), so treat these averages as indicative rather than precise.
Compared with India as a whole, in manufacturing (small sample), the average business added ₹95,290 of value a year, about 50% below the all-India average of ₹1,88,790; in trade (small sample), the average business added ₹3,55,232 of value a year, about 30% above the all-India average of ₹2,73,779; in services, the average business added ₹2,29,510 of value a year, close to the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Lakshadweep’s survey samples are very small, with only 20 manufacturing establishments surveyed, so its averages are indicative only. Most small businesses are run by islanders in fishing, coconut products, retail and services.
Urban or rural?
Location within Lakshadweep makes a big difference. Average value added per business by area: manufacturing, ₹87,438 urban against ₹1,29,490 rural; trade, ₹3,19,324 urban against ₹4,39,846 rural; services, ₹2,37,005 urban against ₹2,12,481 rural (1.1 times). Unusually, rural businesses in Lakshadweep averaged more than urban ones in manufacturing and trade, which may reflect a small number of large rural enterprises in the survey, so treat that figure with caution. The urban advantage is widest in services. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Lakshadweep are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.

Spotlight: Coconut, coir and tuna
Coconut is Lakshadweep’s main crop, and coconut oil, copra, coir and other products support many households, with the Coconut Development Board and Coir Board offering support. Tuna fishing is the other mainstay, and canned and processed tuna, along with traditional preparations, have markets on the mainland.
For islanders, opportunities include value-added coconut products (virgin coconut oil, coconut sugar and snacks), processed fish, small retail and services, and supporting the limited tourism that the Administration permits. Shipping links with Kochi are essential, so planning supplies and shipments around ship schedules and monsoon weather matters.
