Starting a Small Business in Ladakh: Tourism Seasons, Homestays, Permits, Environment and Local Products

November 7, 2026

Ladakh, a union territory since 2019, is a high-altitude desert with a short summer tourist season, famous for monasteries, treks, lakes such as Pangong, and adventure travel. Its economy relies on tourism, the armed forces, agriculture, and local products such as apricots, Pashmina from Changthangi goats, and sea buckthorn. Here's what you need to know to start a small business in Ladakh.

This guide brings together what’s specific to Ladakh: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. For the national rules that apply everywhere, follow the links to our detailed guides.

  • Ladakh had about 18,000 small unincorporated businesses in 2023-24; survey samples are small, so treat the averages as indicative.
  • The Ladakh Autonomous Hill Development Councils in Leh and Kargil play a significant role in local administration.
  • Foreign visitors need permits for some protected areas; check current rules for domestic visitors too.
  • The tourist season is short, mainly from about May to September.
  • Ladakh uses the standard ₹40 lakh GST threshold for goods.

Small businesses in Ladakh: the numbers

MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 18,100 small unincorporated non-farm establishments in Ladakh, in manufacturing, trade and other services.

Establishments Share of India (rank) Value added per business, urban Value added per business, rural Average pay per hired worker
Manufacturing† 3,100 0.02% (#32) ₹4,32,423 ₹1,61,108 ₹2,21,326
Trade† 3,800 0.02% (#35) ₹5,16,622 ₹4,08,142 ₹1,95,720
Services 11,300 0.04% (#33) ₹8,93,435 ₹4,90,010 ₹2,15,438

† Based on fewer than 100 surveyed establishments (manufacturing and trade), so treat these averages as indicative rather than precise.

Compared with India as a whole, in manufacturing (small sample), the average business added ₹2,14,127 of value a year, close to the all-India average of ₹1,88,790; in trade (small sample), the average business added ₹4,61,478 of value a year, about 69% above the all-India average of ₹2,73,779; in services, the average business added ₹5,73,915 of value a year, about 119% above the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.

Ladakh’s survey samples are small, especially in manufacturing and trade, so its averages are only indicative. Tourism dominates services, which appear to earn well above the national average during the season.

Urban or rural?

Location within Ladakh makes a big difference. Average value added per business by area: manufacturing, ₹4,32,423 urban against ₹1,61,108 rural (2.7 times); trade, ₹5,16,622 urban against ₹4,08,142 rural (1.3 times); services, ₹8,93,435 urban against ₹4,90,010 rural (1.8 times). The urban advantage is widest in manufacturing. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Ladakh are where most of that spending is.

Registrations and state rules

Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.

GST: Ladakh uses the standard ₹40 lakh threshold for businesses supplying only goods, with ₹20 lakh for services or mixed supplies. See GST registration for small businesses.

Shops and establishments: Establishments come under the shops and establishments law applicable in Ladakh, administered by the union territory’s labour department. Check current requirements. See shop and establishment registration and trade licences.

Trade licence: The Leh and Kargil Hill Development Councils and the municipal committee in Leh administer many local licences and permissions. Check with the local authority for your area.

Professional tax: Check with the union territory administration whether professional tax applies.

Permits: foreign nationals need Protected Area Permits to visit certain areas near the borders, such as Nubra, Pangong and others; rules for domestic visitors have changed in recent years. Tour operators should keep up with current requirements.

Environment: Ladakh’s fragile ecosystem means strict attention to waste, water use and plastic. Many businesses have adopted plastic-free and water-saving practices.

Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.

Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Ladakh’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.

Hiring in Ladakh

ASUSE 2023-24 found that small businesses in Ladakh paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹2,21,326 (about 77% above the all-India average of ₹1,25,345); trade, ₹1,95,720 (about 58% above the all-India average of ₹1,24,250); services, ₹2,15,438 (about 57% above the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Ladakh has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.

Local tips

  • Build cash reserves in the season for the long winter.
  • Help visitors with altitude: advise acclimatisation and keep oxygen and first aid available.
  • Manage water and waste carefully in this fragile environment.
  • Keep up with permit rules for protected areas.
  • Ladakhi, Hindi and English are used; English is common with tourists.
  • Plan supply chains for road closures in winter.

Support for small businesses in Ladakh

  • The union territory administration and Hill Development Councils run development and livelihood schemes.
  • District Industries Centres in Leh and Kargil for registrations, PMEGP and schemes.
  • Tourism department registers and promotes tourism businesses.
  • Central schemes for border and hill areas may offer additional support; check current programmes.

Late payments: Ladakh has a Micro and Small Enterprises Facilitation Council, which hears cases filed by registered micro and small enterprises through the MSME Samadhaan portal. See getting paid on time.

Loans: national schemes such as Mudra, PMEGP and CGTMSE are available through banks across Ladakh; see business loans and government schemes.

Spotlight: The short season and homestays

Ladakh’s tourism is concentrated in a few months, roughly May to September, when roads are open and the weather is mild. Guest houses, homestays, camps, travel agencies, taxis, bike rentals, cafés and guides earn most of their year’s income in this window.

Homestays in villages let visitors experience Ladakhi life and spread tourism income. Successful businesses plan carefully: building cash reserves for winter, maintaining vehicles and buildings off-season, training staff for altitude-related health issues among visitors, and managing water and waste responsibly. Local products such as apricots (including GI-tagged varieties), dried apricot products, sea buckthorn, Pashmina and handicrafts sell well to visitors and online.

The main cities

  • Leh: the main town, with tourism, guest houses, cafés, travel agencies and trade.
  • Kargil: trade, tourism and the route between Srinagar and Leh.
  • Nubra, Pangong and Tso Moriri: tourist destinations with seasonal camps and homestays.
  • Zanskar: remote valleys with trekking and homestays.

Opportunities in Ladakh

  • Tourism: homestays, travel agencies and car rentals.
  • Cafés and food: cafés.
  • Local products: apricots and sea buckthorn; see selling online.
  • Pashmina and crafts: selling handicrafts and handloom.
  • Solar energy: Ladakh’s sunshine suits solar installations.

Common mistakes in Ladakh

  • Overestimating the season and running out of cash in winter.
  • Ignoring permit rules for tourists in protected areas.
  • Poor waste and water management.
  • Underestimating altitude-related health risks for visitors.

A checklist for starting in Ladakh

  1. Register on Udyam.
  2. Complete shops and establishments requirements.
  3. Get local permissions from the Hill Development Council or municipal committee.
  4. Register tourism businesses with the tourism department.
  5. Register for GST when required.
  6. Get FSSAI registration for food businesses.
  7. Plan for winter cash flow and supplies.
