Starting a Small Business in Karnataka: Registrations, Bengaluru’s New City Corporations, Kannada Signboards and Support

November 6, 2026

Karnataka combines Bengaluru, India’s technology capital, with strong regional economies: Mysuru’s tourism and heritage industries, Mangaluru’s port, banking and food businesses, the industrial belt of Hubballi-Dharwad and Belagavi, and agriculture-based trade across the state. Bengaluru’s huge population of young professionals creates demand for food, fitness, home services and digital services.

This guide brings together what’s specific to Karnataka: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. For the national rules that apply everywhere, follow the links to our detailed guides.

  • Karnataka had about 36.5 lakh small unincorporated businesses in 2023-24, with manufacturing ranked sixth in India.
  • Bengaluru’s civic body has changed: the Greater Bengaluru Governance Act came into force on 15 May 2025, and from 2 September 2025, BBMP was replaced by five city corporations under the Greater Bengaluru Authority (GBA). Trade licensing now runs through the GBA system.
  • Karnataka requires shop and business nameboards to give Kannada 60% of the space, and Bengaluru has linked trade licence renewal to the rule.
  • Establishments register under the Karnataka Shops and Commercial Establishments Act, 1961.
  • Karnataka levies professional tax on salaries above a monthly threshold.

Small businesses in Karnataka: the numbers

MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 36.5 lakh small unincorporated non-farm establishments in Karnataka, in manufacturing, trade and other services.

Establishments Share of India (rank) Value added per business, urban Value added per business, rural Average pay per hired worker
Manufacturing 11.8 lakh 5.85% (#6) ₹2,35,507 ₹1,31,920 ₹1,27,334
Trade 10.5 lakh 4.61% (#9) ₹3,49,715 ₹1,87,622 ₹1,30,211
Services 14.2 lakh 4.66% (#10) ₹4,70,740 ₹1,85,749 ₹1,58,900

Compared with India as a whole, in manufacturing, the average business added ₹1,75,495 of value a year, close to the all-India average of ₹1,88,790; in trade, the average business added ₹2,69,773 of value a year, close to the all-India average of ₹2,73,779; in services, the average business added ₹3,28,291 of value a year, about 25% above the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.

Urban services businesses in Karnataka added ₹4,70,740 a year on average, reflecting Bengaluru’s large, high-income market. Rural businesses earned far less, so the gap between Bengaluru and the rest of the state is large, and many entrepreneurs in smaller towns find opportunities in serving local agriculture, trade and tourism.

Urban or rural?

Location within Karnataka makes a big difference. Average value added per business by area: manufacturing, ₹2,35,507 urban against ₹1,31,920 rural (1.8 times); trade, ₹3,49,715 urban against ₹1,87,622 rural (1.9 times); services, ₹4,70,740 urban against ₹1,85,749 rural (2.5 times). The urban advantage is widest in services. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Karnataka are where most of that spending is.

Registrations and state rules

Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.

GST: Karnataka follows the standard thresholds: ₹40 lakh for businesses supplying only goods, and ₹20 lakh for services or mixed supplies, with compulsory registration for inter-state supplies of goods and some other cases. See GST registration for small businesses.

Shops and establishments: Shops, commercial establishments, restaurants and offices register under the Karnataka Shops and Commercial Establishments Act, 1961, through the state labour department’s online services. The Act and rules govern working hours, holidays, leave and conditions of work. Check current exemptions and renewal requirements on the labour department’s portal. See shop and establishment registration and trade licences.

Trade licence: In Bengaluru, BBMP no longer exists: it was replaced from 2 September 2025 by five city corporations (Bengaluru Central, North, South, East and West) under the Greater Bengaluru Authority, and trade licences are now issued and renewed through the GBA’s system. Guides that still tell you to apply to BBMP are out of date. In other cities, such as Mysuru, Mangaluru and Hubballi-Dharwad, apply to the city corporation or municipal council.

Professional tax: Karnataka levies professional tax on salaried employees above a monthly salary threshold, which has been raised in recent years, and on certain businesses and professionals. Employers register with the commercial taxes department to deduct and pay it. Check the current slabs on the department’s website.

Kannada signboards: under Karnataka’s Kannada language law, as amended in 2024, nameboards of shops, businesses and other establishments must give Kannada 60% of the space, with other languages in the rest. In Bengaluru, trade licence renewal has been linked to compliance, and non-compliant shops have faced action. Design your signboard with this in mind from the start.

Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.

Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Karnataka’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.

Hiring in Karnataka

ASUSE 2023-24 found that small businesses in Karnataka paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,27,334 (close to the all-India average of ₹1,25,345); trade, ₹1,30,211 (close to the all-India average of ₹1,24,250); services, ₹1,58,900 (about 16% above the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Karnataka has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.

Local tips

  • Kannada builds trust: use Kannada on signage, menus and marketing, alongside English; it’s also the law for nameboards.
  • Bengaluru traffic shapes business: customers prefer nearby services, so neighbourhood-focused businesses and delivery often beat city-wide models.
  • Tech parks and offices are big markets for food, transport, corporate wellness and services; approach facility managers and HR teams.
  • Festivals such as Ugadi, Dasara (especially in Mysuru), Ganesha Chaturthi and Deepavali drive seasonal demand.
  • Coffee, silk and sandalwood are iconic Karnataka products with strong gifting and online demand.
  • North Karnataka has lower costs and growing towns, with less competition than Bengaluru.

Support for small businesses in Karnataka

  • Karnataka Udyog Mitra and the state’s single-window clearance system help businesses with approvals.
  • District Industries Centres in every district help with registrations, PMEGP and state schemes.
  • Karnataka’s startup programmes, run through the state’s innovation and technology society, include grant-based support for early-stage startups.
  • Udyogini, run through the Karnataka State Women’s Development Corporation, supports women entrepreneurs with loans and subsidies; check current terms.
  • MSME-Development and Facilitation Office in Bengaluru runs training and support.

Late payments: Karnataka has a Micro and Small Enterprises Facilitation Council, which hears cases filed by registered micro and small enterprises through the MSME Samadhaan portal. See getting paid on time.

Loans: national schemes such as Mudra, PMEGP and CGTMSE are available through banks across Karnataka; see business loans and government schemes.

The main cities

  • Bengaluru: India’s technology and startup capital, with very high demand for food, cafés, fitness, home services, childcare, co-working, digital marketing and professional services. Competition and rents are high, but so are spending and incomes.
  • Mysuru: tourism, heritage, silk, sandalwood products and education.
  • Mangaluru and Udupi: port, banking, education, food businesses and coastal tourism.
  • Hubballi-Dharwad and Belagavi: manufacturing, trade and education hubs for north Karnataka.
  • Kalaburagi, Ballari and Shivamogga: regional trade and agro-processing centres.

Opportunities in Karnataka

  • Services for Bengaluru’s professionals: gyms, daycare, home cleaning and cafés.
  • Digital and professional services: freelancing, digital marketing and computer training.
  • Tourism around Mysuru, Coorg, Hampi and the coast: homestays.
  • Handicrafts and handloom, such as silk and sandalwood products: selling handicrafts and handloom.
  • EV and clean energy services in Bengaluru: EV charging and rooftop solar.

Common mistakes in Karnataka

  • Following old guides that say to apply to BBMP for a Bengaluru trade licence.
  • Ignoring the 60% Kannada nameboard rule, which can block licence renewal.
  • Missing professional tax registration as an employer.
  • Taking expensive Bengaluru premises before testing demand.
