Since India banned many single-use plastic items in July 2022 and tightened rules on plastic carry bags, shops, restaurants, pharmacies, bakeries, boutiques and online sellers have needed alternatives. Paper bags, paper boxes, cloth and jute bags, and other eco-friendly packaging have seen strong demand. A paper bag business can start with simple equipment and grow into an automated unit supplying businesses across a city.
This guide explains the opportunity, machines, materials, the rules for food packaging, pricing and how to find customers.
Key points
Table of Contents
- The Plastic Waste Management (Amendment) Rules, 2021 banned identified single-use plastic items from 1 July 2022, and set a minimum thickness for plastic carry bags, which has driven demand for paper and other alternatives.
- Start with manual or semi-automatic production, then move to automatic machines as orders grow.
- Food packaging needs food-grade paper and suitable inks, meeting FSSAI’s packaging requirements.
- Printed, branded bags earn far more than plain bags.
- Businesses are your main customers: shops, restaurants, bakeries, pharmacies, boutiques and e-commerce sellers.
The market in numbers
Paper bag making falls under paper and paper products in MoSPI’s surveys. In 2023-24 there were about 1.3 lakh small establishments in this activity, with average value added of ₹7,51,307 a year in urban areas. The gap between one-person units and those with hired workers was among the widest of any activity: ₹79,579 against ₹24,39,279 on average. Scale, machines and steady business customers transform this business.
Step 1: Choose your products
- flat paper bags for pharmacies, bakeries and small shops
- square-bottom paper bags for groceries and takeaway food
- paper bags with handles for boutiques, gift shops, jewellers and retail chains
- food packaging: paper pouches, sandwich bags, wraps and boxes for restaurants and cloud kitchens
- printed and custom-branded bags for businesses
- cloth and jute bags as an addition, which also moved to 5% GST under GST 2.0
Step 2: Machines
- manual or handmade production: cutting, folding and pasting by hand or with simple tools, suitable for small orders and custom bags
- semi-automatic machines for faster folding and gluing
- automatic paper bag making machines: roll-fed machines that print, cut, fold, glue and form bags at high speed, for larger orders
- handle attaching machines for handled bags
- printing: flexographic printing units, often attached to automatic machines, or outsourced screen and offset printing for small runs
Compare machine output, bag sizes supported, paper thickness range, power use and after-sales support. Visit working units before buying.
Step 3: Materials
- kraft paper in different thicknesses (measured in GSM) and colours, from paper mills and distributors
- food-grade paper for food contact
- adhesives suitable for paper and, for food bags, safe for food packaging
- inks: for food packaging, use inks suitable for food contact applications
- handles: twisted paper, flat paper or cotton cords
Buy paper in reels for automatic machines, and sheets for manual production.
Step 4: Rules for food packaging
- FSSAI packaging regulations require materials that come into contact with food to be suitable and safe for food contact, and set requirements for packaging materials.
- Don’t use newspaper or printed waste paper for food; FSSAI has repeatedly advised against using newspaper to wrap or serve food because of ink contamination.
- Ask your paper supplier for certificates showing the paper is food-grade, and use food-safe adhesives and inks.
If your customers are food businesses, these requirements matter to them too, so make them a selling point.
Step 5: Registrations
- Udyam registration: free, and needed for PMEGP and other schemes. See our Udyam guide.
- GST registration once turnover crosses ₹40 lakh for goods in most states, and usually earlier, since business customers want GST invoices. See GST registration for small businesses.
- Trade licence and factory registration once you cross the worker threshold, and pollution control consent depending on your processes and state.
- Fire safety: paper is highly flammable; store it safely with extinguishers nearby.
Step 6: GST
GST on paper bags and packaging depends on the product’s HSN code; GST 2.0 changed rates on some paper and packaging products. Cotton and jute handbags moved to 5%. Check the current rate for each product with the CBIC schedule or a chartered accountant, and make invoices with Advanton’s free GST invoice generator.
Step 7: Pricing
Price per piece or per thousand bags, based on size, paper GSM, printing, handles and order quantity.
An illustrative example: plain grocery bags
These figures are illustrative; paper prices vary. An automatic machine makes 10,000 medium square-bottom bags in a shift. If kraft paper for those bags costs ₹14,000, glue ₹800, power ₹1,200, labour ₹2,000 and machine costs and overheads ₹2,000, the total is ₹20,000, or ₹2 a bag. Selling at ₹2.60 a bag to shops gives a margin of ₹6,000 for the shift. Printed bags with a shop’s logo can sell for considerably more, which is why most profitable units focus on custom printing.
Step 8: Find customers
- local shops: kirana stores, pharmacies, bakeries, sweet shops and garment stores
- restaurants and cloud kitchens for takeaway and delivery packaging
- boutiques, jewellers and gift shops for premium printed bags
- e-commerce sellers for branded shipping bags; see selling online in India
- events, weddings and corporate gifting
- distributors and packaging wholesalers
- Google Business Profile and the India Business Directory: list your business free
Bring samples, quote quickly, and deliver on time. Regular orders from a few dozen business customers keep machines running.
Step 9: Grow
- move from manual to automatic machines
- add printing in-house
- add paper boxes, food packaging and cloth or jute bags
- supply retail chains and institutions
- funding: PMEGP for new units, or a Mudra or CGTMSE-backed loan for machines; see business loans and government schemes
- hire operators and sales staff; check costs with Advanton’s hiring cost calculator
Costs to plan for
- machines and installation, with three-phase power
- paper stock, the largest running cost
- glue, inks and handles
- printing plates or outsourced printing
- premises with dry storage
- wages for operators and helpers
- electricity
- transport for deliveries

Frequently asked questions about starting a paper bag business in India
Do I need a big unit to start?
No. Many start with manual or semi-automatic production in a small space, building a customer base before investing in an automatic machine. Once regular orders exceed what you can make by hand, an automatic machine becomes worthwhile.
Can I make paper bags from recycled paper?
Yes, for non-food uses; for food contact, use food-grade paper as FSSAI requires.
How long does an automatic machine take to pay back?
It depends on orders and margins; units with steady printed bag orders pay back much faster than those making only plain bags.
Should I offer custom printing?
Yes. Branded bags for shops, restaurants and boutiques earn better margins and bring repeat orders.
Which paper bag sizes sell most?
Small and medium flat bags for pharmacies and bakeries, and medium square-bottom bags for groceries and takeaway food, are common bestsellers. Ask local shops.
Is there demand for paper bags in India?
Yes. The ban on identified single-use plastics from July 2022 and rules on plastic carry bags have driven demand for paper and other alternatives.
Can I start a paper bag business at home?
Manual or small-scale production can start at home. Automatic machines need a unit with power and space.
Do food paper bags need special paper?
Yes. Food contact packaging must be suitable and safe for food under FSSAI’s rules. Use food-grade paper, adhesives and inks.
What GST applies to paper bags?
It depends on the product’s HSN code; GST 2.0 changed rates on some paper products. Cotton and jute handbags are at 5%.
How much can a paper bag unit earn?
It depends on scale and printing. MoSPI’s data shows units with hired workers earn far more than one-person units, and custom printing earns better margins than plain bags.
What paper thickness should I use?
It depends on the bag’s size and load. Heavier GSM paper suits groceries and larger bags; lighter paper suits pharmacies and bakeries.
