Small businesses in Chhattisgarh: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 12.1 lakh small unincorporated non-farm establishments in Chhattisgarh, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 2.5 lakh | 1.23% (#17) | ₹2,15,850 | ₹1,04,000 | ₹98,184 |
| Trade | 4.9 lakh | 2.16% (#16) | ₹4,13,900 | ₹1,33,347 | ₹95,229 |
| Services | 4.6 lakh | 1.52% (#18) | ₹2,88,161 | ₹2,15,019 | ₹1,08,372 |
Compared with India as a whole, in manufacturing, the average business added ₹1,34,728 of value a year, about 29% below the all-India average of ₹1,88,790; in trade, the average business added ₹2,62,694 of value a year, close to the all-India average of ₹2,73,779; in services, the average business added ₹2,36,957 of value a year, close to the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Chhattisgarh’s trade and services businesses earn close to the national average, while manufacturing is about 29% below. Urban trade businesses averaged ₹4,13,900 a year, well above the national average, reflecting Raipur’s role as a distribution centre.
Urban or rural?
Location within Chhattisgarh makes a big difference. Average value added per business by area: manufacturing, ₹2,15,850 urban against ₹1,04,000 rural (2.1 times); trade, ₹4,13,900 urban against ₹1,33,347 rural (3.1 times); services, ₹2,88,161 urban against ₹2,15,019 rural (1.3 times). The urban advantage is widest in trade. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Chhattisgarh are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Chhattisgarh follows the standard thresholds: ₹40 lakh for businesses supplying only goods, and ₹20 lakh for services or mixed supplies. See GST registration for small businesses.
Shops and establishments: Establishments come under Chhattisgarh’s shops and establishments law, administered by the state labour department, with simplified requirements for small establishments. Check the current requirements on the labour department’s portal. See shop and establishment registration and trade licences.
Trade licence: Municipal corporations issue trade licences, including Raipur, Bhilai, Durg, Bilaspur and Korba, with municipalities elsewhere.
Professional tax: Check with the state’s commercial tax department whether professional tax currently applies to your employees and business, as the position differs from neighbouring states.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Chhattisgarh’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Chhattisgarh

Spotlight: Forest produce and rice
About two-fifths of Chhattisgarh is forest, and minor forest produce such as tendu leaves, mahua flowers, sal seeds, tamarind, lac, honey and medicinal herbs supports many rural households. The state has programmes for collecting and processing forest produce, often through cooperatives and women’s groups, and value addition, such as processing mahua into food products, cleaning and packing tamarind, or making herbal products, can raise incomes substantially.
Rice is the other pillar: Chhattisgarh is often called the rice bowl of central India, with many rice mills, poha (flattened rice) units and traders. Small businesses can add value through speciality and aromatic rice varieties, poha and rice flour production, and packaging for retail. Food processing units need FSSAI licensing, and forest produce trade may involve forest department rules, so check before starting.
