Uttarakhand combines pilgrimage and adventure tourism, at Haridwar, Rishikesh, the Char Dham shrines, Nainital and Mussoorie, with industrial estates at Haridwar, Rudrapur and Sitarganj, and the growing capital, Dehradun. Its small businesses earn above the national average across sectors.
This guide brings together what’s specific to Uttarakhand: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. Small businesses in Uttarakhand: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 6.1 lakh small unincorporated non-farm establishments in Uttarakhand, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 1.0 lakh | 0.5% (#22) | ₹3,84,735 | ₹1,85,028 | ₹1,24,879 |
| Trade | 2.0 lakh | 0.87% (#21) | ₹3,65,658 | ₹2,35,815 | ₹1,29,277 |
| Services | 3.1 lakh | 1.03% (#20) | ₹3,67,858 | ₹1,98,629 | ₹1,28,009 |
Compared with India as a whole, in manufacturing, the average business added ₹2,46,733 of value a year, about 31% above the all-India average of ₹1,88,790; in trade, the average business added ₹2,97,179 of value a year, close to the all-India average of ₹2,73,779; in services, the average business added ₹2,51,052 of value a year, close to the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Uttarakhand’s businesses add more value than the national average in manufacturing, trade and services, reflecting tourism, industrial estates and the Dehradun market. Like Himachal, much of the tourism economy is concentrated in a few seasons.
Urban or rural?
Location within Uttarakhand makes a big difference. Average value added per business by area: manufacturing, ₹3,84,735 urban against ₹1,85,028 rural (2.1 times); trade, ₹3,65,658 urban against ₹2,35,815 rural (1.6 times); services, ₹3,67,858 urban against ₹1,98,629 rural (1.9 times). The urban advantage is widest in manufacturing. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Uttarakhand are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Uttarakhand is one of the states that didn’t adopt the ₹40 lakh threshold for goods. Businesses supplying only goods must register once aggregate turnover crosses ₹20 lakh, the same as for services. See GST registration for small businesses.
Shops and establishments: Establishments come under Uttarakhand’s shops and establishments law, administered by the state labour department. Check the current registration requirements on the labour department’s portal. See shop and establishment registration and trade licences.
Trade licence: Municipal corporations such as Dehradun, Haridwar, Rishikesh, Haldwani and Rudrapur issue trade licences, with municipal councils and panchayats elsewhere.
Professional tax: Check with the state’s tax department whether professional tax applies to your employees or business.
Land purchase: in 2025, Uttarakhand amended its land law to restrict purchases of agricultural and horticultural land by people from outside the state in most of its districts, with Haridwar and Udham Singh Nagar treated differently, and tightened rules on land use. Get legal advice before buying land, and consider leasing.
Homestays: Uttarakhand’s homestay scheme encourages local families to run registered homestays, with support for eligible residents.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Uttarakhand’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Uttarakhand
ASUSE 2023-24 found that small businesses in Uttarakhand paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,24,879 (close to the all-India average of ₹1,25,345); trade, ₹1,29,277 (close to the all-India average of ₹1,24,250); services, ₹1,28,009 (close to the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Uttarakhand has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.

Spotlight: Pilgrimage and the Char Dham season
The Char Dham Yatra to Yamunotri, Gangotri, Kedarnath and Badrinath draws millions of pilgrims, usually from around late April or May until October or November, when the shrines close for winter. Haridwar and Rishikesh welcome pilgrims and visitors year-round, with huge crowds during festivals and Kumbh-related events.
Small businesses along pilgrimage routes thrive on food, lodging, transport, puja items, ponies and porters, and supplies. Success depends on preparing for intense, short seasons, following registration and safety rules, and managing risks from weather, landslides and road closures. Yatra registration systems and crowd management rules affect how many pilgrims travel each day, so follow official updates.
