Manipur is known for its handloom, the world’s largest women-run market (Ima Keithel in Imphal), black rice, Loktak Lake, sports and a rich cultural tradition. Its services businesses earn above the national average. Since 2023, the state has faced serious ethnic unrest that has affected travel, trade and livelihoods, so check current conditions carefully before planning a business.
This guide brings together what’s specific to Manipur: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. Small businesses in Manipur: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 1.9 lakh small unincorporated non-farm establishments in Manipur, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing | 76,000 | 0.38% (#23) | ₹1,35,600 | ₹1,03,235 | ₹1,20,432 |
| Trade | 51,500 | 0.23% (#25) | ₹2,68,174 | ₹1,36,125 | ₹1,10,255 |
| Services | 59,900 | 0.2% (#25) | ₹3,42,912 | ₹1,62,331 | ₹1,12,144 |
Compared with India as a whole, in manufacturing, the average business added ₹1,15,105 of value a year, about 39% below the all-India average of ₹1,88,790; in trade, the average business added ₹2,04,634 of value a year, about 25% below the all-India average of ₹2,73,779; in services, the average business added ₹2,35,552 of value a year, close to the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Manipur’s services businesses add above the national average, while manufacturing, much of it handloom and home-based, is well below. Women play a central role in trade and handloom.
Urban or rural?
Location within Manipur makes a big difference. Average value added per business by area: manufacturing, ₹1,35,600 urban against ₹1,03,235 rural (1.3 times); trade, ₹2,68,174 urban against ₹1,36,125 rural (2.0 times); services, ₹3,42,912 urban against ₹1,62,331 rural (2.1 times). The urban advantage is widest in services. Rural businesses usually have lower rent and wage costs, and less competition, so a rural or small-town business can still be very profitable; but if your plan depends on high-spending customers, the larger towns and cities of Manipur are where most of that spending is.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Manipur is one of four special category states (with Mizoram, Nagaland and Tripura) where the GST registration threshold is ₹10 lakh for goods, services or both. See GST registration for small businesses.
Shops and establishments: Shops and establishments register under the Manipur Shops and Establishments Act, 1972, through the labour department. See shop and establishment registration and trade licences.
Trade licence: The Imphal Municipal Corporation and other municipal councils issue trade licences in towns. In hill districts, local and customary institutions play important roles.
Professional tax: Manipur levies professional tax on salaried employees, businesses and professionals. Check current slabs.
Inner Line Permit: since December 2019, Indian citizens from outside Manipur need an ILP to enter the state, issued online and at entry points. Non-local employees and business visitors need it too.
Land: land laws in the hill areas protect tribal land, and transfer rules differ between the valley and hill districts. Most outside entrepreneurs lease.
Current conditions: the ethnic conflict since May 2023 has affected movement, supply chains and markets in parts of the state. Follow official advisories and local guidance.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Manipur’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Manipur

Spotlight: Handloom, Ima Keithel and black rice
Manipur’s handloom tradition is one of India’s richest, with women weaving phanek, shawls and fabrics such as Moirang Phee and Shaphee Lanphee, several with GI tags. Ima Keithel, the ‘mothers’ market’ in Imphal, is run entirely by women traders and is a symbol of women’s economic role in Manipur.
