Chandigarh, India’s best-known planned city and the shared capital of Punjab and Haryana, is a union territory with high incomes, a large government and education workforce, and a lively retail and services market. Together with Mohali in Punjab and Panchkula in Haryana, it forms the tricity, one urban economy under three different administrations. Here's what you need to know to start a small business in Chandigarh.
This guide brings together what’s specific to Chandigarh: what government data shows about small businesses in the state, the registrations and state rules you’ll deal with, the support available, and notes on its main cities. Small businesses in Chandigarh: the numbers
MoSPI’s Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 counted about 77,800 small unincorporated non-farm establishments in Chandigarh, in manufacturing, trade and other services.
| Establishments | Share of India (rank) | Value added per business, urban | Value added per business, rural | Average pay per hired worker | |
|---|---|---|---|---|---|
| Manufacturing† | 5,100 | 0.03% (#31) | ₹2,57,648 | not applicable | ₹1,48,975 |
| Trade† | 25,900 | 0.11% (#29) | ₹6,13,141 | not applicable | ₹1,52,346 |
| Services | 46,900 | 0.15% (#26) | ₹8,02,569 | not applicable | ₹2,51,289 |
† Based on fewer than 100 surveyed establishments (manufacturing and trade), so treat these averages as indicative rather than precise.
Compared with India as a whole, in manufacturing (small sample), the average business added ₹2,57,648 of value a year, about 36% above the all-India average of ₹1,88,790; in trade (small sample), the average business added ₹6,13,141 of value a year, about 124% above the all-India average of ₹2,73,779; in services, the average business added ₹8,02,569 of value a year, about 206% above the all-India average of ₹2,62,239. Value added is what a business earns from sales minus the cost of materials, stock and other inputs, before wages and the owner’s pay.
Chandigarh’s services businesses added well above the national average, reflecting high incomes and a city of offices, institutions and shoppers. Manufacturing and trade samples are small, so treat those averages as indicative.
Urban or rural?
Chandigarh is almost entirely urban, so the survey has no separate rural figures. Differences between neighbourhoods and markets matter more than urban-rural differences: rents, footfall and customers vary a lot from one area to another, so compare locations carefully before signing a lease.
Registrations and state rules
Udyam registration is free and national, and is the gateway to MSME schemes, priority lending and protection against late payments. See our Udyam guide.
GST: Chandigarh uses the standard ₹40 lakh threshold for businesses supplying only goods, with ₹20 lakh for services or mixed supplies. Businesses that also operate in Mohali or Panchkula need separate GST registrations for each state where they have a place of business. See GST registration for small businesses.
Shops and establishments: Shops and establishments register under the Punjab Shops and Commercial Establishments Act, 1958, as extended to Chandigarh, through the Chandigarh Administration’s labour department. See shop and establishment registration and trade licences.
Trade licence: The Municipal Corporation Chandigarh issues trade and health licences. The Chandigarh Administration’s estate office oversees property use under the master plan.
Professional tax: Check with the Chandigarh Administration whether professional tax applies.
Zoning and property: Chandigarh’s master plan allocates land for residential, commercial, institutional and industrial use by sector. Running a commercial business from a residential property can breach the rules and lead to penalties, so use designated commercial sites (such as sector markets and the Industrial Area) or check permitted home-based activities.
Food businesses need FSSAI registration or a licence, applied for nationally on FoSCoS, with the state food safety department handling inspections and state licences. See our FSSAI guide.
Employing people: the four labour codes in force since 21 November 2025 apply nationally, with Chandigarh’s own rules on details such as working hours, holidays and minimum wages. See employment contracts and HR basics.
Hiring in Chandigarh
ASUSE 2023-24 found that small businesses in Chandigarh paid hired workers, on average, the following each year, including employer contributions: manufacturing, ₹1,48,975 (about 19% above the all-India average of ₹1,25,345); trade, ₹1,52,346 (about 23% above the all-India average of ₹1,24,250); services, ₹2,51,289 (about 83% above the all-India average of ₹1,37,098). These averages help you budget, but you must pay at least the minimum wage Chandigarh has notified for each category of worker, which the state revises periodically, and follow PF and ESI rules once they apply. Advanton’s hiring cost calculator shows the full cost of a hire, and our guide to hiring your first employee explains PF, ESI and the labour codes.

Spotlight: The tricity: one market, three rulebooks
Chandigarh, Mohali and Panchkula function as one urban area, with residents commuting, shopping and working across all three. But they fall under three administrations: the union territory of Chandigarh, the state of Punjab and the state of Haryana. That affects GST registration (one for each state where you have a place of business), shops and establishments registration (Punjab’s Act in Chandigarh and Mohali, the same Act as applied in Haryana in Panchkula), professional tax (Punjab levies its State Development Tax, Haryana doesn’t), and licences from each city’s municipal body.
Many businesses choose their base by weighing rents, rules and customers: Chandigarh for prestige and central location, Mohali for IT and lower rents, and Panchkula for residential markets. If you deliver across the tricity from one base, inter-state supplies of goods require GST registration regardless of turnover.
